Staff Bonus based on perfomance review

It is review time for staff and I was wondering what would be the best formula to indicate that is cell C (Rating) states outstanding, calculate 5% of cell B (Base Salary) in Cell D (Lump Sum) : If cell C equals highly effective, calculate 4% of cell B in cell D and if effective is in cell C, 0 in cell D.   I think this would be a string but am having difficulty.

Deborah, Not sure if you got this accomplished but you could use either an IF statement or a VLookUp
